First, high-quality development is a proactive choice to adapt to the new normal of economic development. China's economic development has entered a new normal. Against this backdrop, we need to bear in mind the bigger picture, grasp the fundamentals, understand long-term trends, follow the laws of the economy, and actively adapt to the new normal of economic development. We must firmly establish a correct view of our achievements, not simply judging heroes by GDP, and not be swindled by fluctuations in short-term economic indicators. We must unswervingly implement the strategy of innovation-driven development, take the initiative to assume our responsibilities and take active actions, and make new progress in achieving high-quality economic development.

     Second, high-quality development is the fundamental embodiment of the new vision of development. Whether the development concept is right or not fundamentally determines the success or failure of development. Since the 18th National Congress of the Communist Party of China (CPC), the CPC Central Committee with Comrade Xi Jinping at its core has faced up to the deep-seated problems and problems in China's economic development, and put forward a new vision of innovative, coordinated, green, open and shared development. Only by implementing the new development philosophy can we increase the momentum of development and promote high-quality development. Quality development is development that can meet the people's ever-growing needs for a better life. It is development that embodies the new development philosophy. It is development that innovation becomes the primary driving force, coordination becomes the endogenous feature, green becomes the universal form, openness becomes the only way, and sharing becomes the fundamental goal.

     Third, high-quality development is necessary to adapt to changes in the principal contradiction facing Chinese society. As socialism with Chinese characteristics has entered a new era, the principal contradiction facing Chinese society has evolved. What we now face is the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life. Imbalanced and inadequate development is the direct manifestation of the low quality of development. To better meet the people's ever-growing needs for a better life, we must promote high-quality development. We should pay attention to the development of quantity,but more importantly, we should solve the problem of quality, realize the effective growth of quantity while the quality is greatly improved, and bring more sense of gain, happiness and security to the people.

      中国特色社会主义进入了新时代，我国经济发展也进入了新时代。推动高质量发展，既是保持经济持续健康发展的必然要求，也是适应我国社会主要矛盾变化和全面建成小康社会、全面建设社会主义现代化国家的必然要求，更是遵循经济规律发展的必然要求。

      第一，高质量发展是适应经济发展新常态的主动选择。我国经济发展进入了新常态。在这一大背景下，我们要立足大局、抓住根本，看清长期趋势、遵循经济规律，主动适应把握引领经济发展新常态。要牢固树立正确的政绩观，不简单以GDP论英雄，不被短期经济指标的波动所左右，坚定不移实施创新驱动发展战略，主动担当、积极作为，推动我国经济在实现高质量发展上不断取得新进展。

       第二，高质量发展是贯彻新发展理念的根本体现。发展理念是否对头，从根本上决定着发展成效乃至成败。党的十八大以来，以习近平同志为核心的党中央直面我国经济发展的深层次矛盾和问题，提出创新、协调、绿色、开放、共享的新发展理念。只有贯彻新发展理念才能增强发展动力，推动高质量发展。应该说，高质量发展，就是能够很好满足人民日益增长的美好生活需要的发展，是体现新发展理念的发展，是创新成为第一动力、协调成为内生特点、绿色成为普遍形态、开放成为必由之路、共享成为根本目的的发展。
